Joseph was born in Prescot on 7th June, 1895. He was the brother of Herbert Balmer
He was a pre-war Territorial and was embodied on 22nd September 1914 at Prescot, aged 19.
Private Balmer was listed in the Prescot Reporter List of May 1915 showing men who were serving with the forces and also the list of Roman Catholic men serving.
He remained in the UK until finally going to France on 14th February 1917.
He suffered a Gun Shot Wound to the Left Leg, as a result of which he returned to the UK and was posted to the Depot Battalion of the regiment on 6th October 1918. He was then discharged on 15th April 1919.
He was entitled to the British War Medal, Victory Medal and Silver War Badge.
He married Agnes Cavanagh in the Registry Office at Whiston on 6th September 1924 and they went on to have three children - Margaret (1924), John (1925) and Thomas (1927). At this time, Joseph was working as a Coal Miner at Sutton Heath Colliery.
He re-enlisted into the Royal Corps of Signals on 31st May 1926.
At the time of the 1939 National Register, pictured above, Joseph and Agnes, along with their children, were living at 61, Kingsway, Prescot. Joseph worked as a Coal Cutter
